Metropembaharuancq Tajam dan Terpercaya
Kab bima-MP-Pemerintah Kabupaten Bima atas dukungan Program Kolaborasi Masyarakat dan Pelayanan untuk Kesejahteraan (KOMPAK) terus berupaya meningkatkan peran Camat dan Kepala Desa dalam Tata kelola Administrasi Kependudukan.
Upaya tersebut diwujudkan dalam Diskusi Kelompok Terarah (FGD) Perumusan Panduan Rapat Koordinasi Tingkat Kecamatan (Rakorcam) Tematik Layanan Administrasi Kependudukan (Adminduk) Berbasis Kewenangan Desa (LABKD) yang berlangsung Senin (26/4) secara daring dan tatapmuka di Gedung PKK Kabupaten Bima.
FGD Yang dipandu Muh.Ridha Makruf (KVSC KOMPAK NTB) tersebut menghadirkan empat orang narasumber Yaitu Kepala Dinas Kependudukan dan Pencatatan Sipil (Disdukcapil) M.Salahudin SH,Kepala Bagian Organisasi Setda Syamsul Bahrain S.IP.Si,Kepala Bidang Perencanan Sosial dan Budaya Bappeda Kabupaten Bima Raani Wahyuni,ST,MT.M.Sc,dan Kasubag Otonomi Daerah Bagian Tata Pemerintahan Setda Risdiansyah.
Kadis Dukcapil dalam sambutannya saat membuka FGD menjelaskan,“Peran KOMPAK dalam meningkatkan pelayanan pada Dinas Dukcapil luar biasa dan berjalan dengan baik serta banyak inovasi yang telah diterapkan bersama KOMPAK.
Dukungan tersebut antara lain fasilitasi penyusunan dan Penetapan Perda Administrasi Kependudukan (Adminduk) yang saat dalam proses pengesahan di Biro Hukum Setda Pemprov NTB untuk selanjutnya segera diundangkan dan akan dilakukan sosialisasi.
“Kerjasama dengan KOMPAK telah berhasil membawa pelayanan pada Dinas Dukcapil lebih mudah. cepat dan semuanya gratis.Selanjutnya,kata Salahudin,ke depan,fokus instansi yang dipimpinnya adalah memutus mata rantai calo dalam pelayanan sehingga tidak membebani masyarakat.
Dengan demikian,masyarakat tidak perlu beramai-ramai melakukan pencetakan di kantor Dukcapil,tapi cukup melalui layanan aplikasi Cetak Dokumen Gratis di Desa (Cedok Gadis Desa)
Dihadapan 17 peserta yang terdiri dari Camat Bolo Dra Mardiana,Camat Woha Muh Irfan Dj,SH dan Pejabat terkait Dinas Dukcapil,Bappeda,DPMD dan perwakilan desa yang hadir menerapkan Protokol Kesehatan ketat tersebut,Provincial Manager KOMPAK NTB Lalu Anja Kusuma dalam pengantar yang disampaikan secara virtual memberikan apresiasi kepada pemerintah Kabupaten Bima dalam menerapkan LABKD.
“Kabupaten Bima juga telah tampil dengan sejumlah inovasi, penyusunan Perda dan pelayanan administrasi kependudukan hingga ke tingkat masyarakat.Semua ikhtiar ini telah membuahkan hasil dengan capaian 98 persen dokumen kependudukan dan masih 2 persen yang perlu diselesaikan”.Ungkap Anja.
Demikian halnya cakupan 96 persen KTP elektronik dan sisanya tinggal 4 persen yang haris dituntaskan.Angka ini berada di atas target nasional dan merupakan capaian tertinggi di wilayah kerja KOMPAK.
Namun demikian angka 2 persen dan 4 persen ini bisa menjadi dari kelompok masyarakat yang sangat membutuhkan dokumen dan identitas kependudukan,baik kelompok disabilitas, masyarakat miskin maupun kelompok lainnya.
Oleh karena itu layanan tersebut harus bisa sampai dan dapat diakses kelompok rentan ini.Melalui LABKD yang sesuai dengan kewenangan desa ini memungkinkan desa bisa melayani masyarakat dan menggandeng Dinas Dukcapil untuk memberikan layanan dokumen Adminduk yang lebih cepat,murah dan dekat kepada masyarakat”.Terang Anja.
Sebelumnya,District Coordinator KOMPAK Bima Asrullah Lukman dalam Penjelasan Teknis Pelaksanaan FGD memaparkan, “Panel presentasi dibagi dalam dua sesi.Sesi I dipandu Iman Ridwansyah (Bappeda) menampilkan Kepala Bagian Organisasi Setda Kabupaten Bima Syamsul Bahrain S.IP, M.SI tentang Peran Kecamatan (Camat dan PTPD) dalam pembinaan dan pengawasan (Binwas) Penyelenggaraan pemerintahan desa dan koordinasi lintas sektor (termasuk LABKD).
Narasumber lainnya yaitu Kepala Dinas Kependudukan dan Pencatatan Sipil (Disdukcapil) M.Salahudin SH yang membahas Kebijakan dan Mekanisme Pelaksanaan LABKD di Kabupaten Bima.
Pada sesi II,FGD yang dipandu Syamsurizal S.Sos (DPMD) menghadirkan narasumber Rani Wahyuni ST,MT, M.Sc(Kabid Perencanaan Sosbud Bappeda Kabupaten Bima) yang membedah isi Panduan Rakorcam Tematik LABKD pada BAB I dan BAB II dan Risdiansyah (kasubag pada Bagian Tata Pemerintahan Setda Kabupaten Bima yang membedah isi Panduan Rakorcam Tematik pada BAB III dan BAB IV.
Pasca FGD,peserta diharapkan mendapatkan informasi tentang peran strategis Kecamatan dalam pelaksanaan pembinaan, pengawasan dan informasi tentang kebijakan daerah serta mekanisme pelaksanaan LABKD di Kabupaten Bima.(Tim-MP)
