Karena Aparatur pemerintah memiliki peranan yang sangat strategis dalam mengelola pemerintahan dan memberikan pelayanan kepada masyarakat.
Kepala BKD dan Diklat Kabupaten Bima, Drs. Agus Salim, mengatakan, pemasangan perangkat telah dilakukan pada seluruh OPD dan Bagian. Berdasarkan hasil pengamatan dan evaluasi tingkat kehadiran pegawai masih rendah.
‘’Absensi elektronik digunakan oleh seluruh ASN (PNS, PPPK termasuk TPU/Tenaga Kontrak) pada Perangkat Daerah. Juga sebagai bahan evaluasi bagi mereka sebagai dasar perpanjangan SK pada tahun berikutnya,’’ujar Agus Salim, di ruang kerjanya, Kamis 1 Juni 2021.
Absensi dilakukan pada pagi dan sore hari, sesuai jam kerja. Sebagaimana diatur dalam Peraturan Bupati Bima Nomor 33 Tahun 2018, tentang Hari dan jam kerja serta pakaian Dinas ASN lingkup Pemerintah Kabupaten Bima.
Kepala BKD dan Diklat berharap adanya absensi elektronik ini tingkat kedisiplinan pegawai dapat meningkat.Hadirnya mesin absensi elektronik harus disambut dengan baik.Karena sebagai pengendali yang bersifat preventif juga dapat memberikan informasi kehadiran ASN secara objektif.
Informasi tersebut adalah dasar atau bahan evaluasi untuk pertimbangan dalam melakukan pembinaan terhadap pegawai, pengembangan karier, penghargaan dan pemberian tambahan penghasilan pegawai (TPP).
Seluruh pegawai PNS/CPNS maupun tenaga penunjang utama,telah diregistrasi dengan scen wajah dalam sistem aplikasi mesin absensi elektronik.
Pegawai,harus melakukan absensi tanda masuk dan pulang kerja dengan menyetor atau menampakkan wajah mereka pada layar mesin absensi elektronik.
Sistem akan merekam secara otomatis kehadiran masing-masing pegawai,setelah wajah disetor pada layar alat.Dan data terekam dengan sendirinya, sehingga tidak dapat dirubah atau diedit kembali.
‘’Tahap awal,link aplikasi absensi elektronik masih terbatas pada internal dinas/badan/unit kerja. Pejabat atau petugas pengelola kepegawaian di masing-masing perangkat daerah harus menyampaikan hasil rekapan tingkat kehadiran pegawai secara manual.Dengan melampirkan rekapan yang diprint out kepada BKD dan BPKAD sebagai bahan evaluasi dan dasar pembayaran TPP,’’tambah Kepala BKD.
Dalam Peraturan Bupati Bima Nomor 41 Tahun 2020,tentang Tambahan Penghasilan Pegawai Negeri Sipil,tujuan pemberian TPP untuk meningkatkan disiplin,kinerja,integritas PNS.

Dijelaskan,Kepala BKD dan Diklat,Sistem aplikasi absensi elektronik ini masih akan dikembangkan pada tahap berikutnya yang bisa berkoneksi langsung dengan BKD dan BPPKAD. Mampu membaca juga menentukan nilai, dari tingkat kehadiran dan kinerja masing-masing pegawai.
