Kab-Bima-MP-Sebanyak 28 peserta diundang pada Sosialisasi Program Pelembagaan Akuntabilitas Sosial Untuk Mewujudkan Pemerintahan Desa yang Transparan dan Partisipatif Tahun 2021 yang berlangsung Senin (14/6) di Kantor Bappeda Kabupaten Bima.
Pelaksana Tugas (Plt) Kepala Bappeda Kabupaten Bima H. Fahrudin S.Sos, M.Ap dalam sambutannya mengatakan,upaya mewujudkan pemerintahan desentralisasi adalah kebutuhan,jangan merasa dipaksa oleh pihak manapun”.Terangnya.
Dihadapan Para Camat,Kepala Desa,BPD dari Desa lokasi dampingan Sekar Desa dan OPD terkait seperti Bappeda,DPMD, DP3AP2KB dan Diskominfo Fahrudin mengemukakan,”terkait akuntabilitas desa,Bappeda, DPMD,Kompak dan Solud sudah mencoba memfasilitasi beberapa kegiatan dalam beberapa tahun terakhir.
Berdasarkan pengalaman selama ini,desa yang sudah difasilitasi mendapatkan progres yang lebih baik.Namun demikian di daerah lain sebagai replikasi kadang tidak berlanjut.
Dukungan luar biasa telah dilakukan KOMPAK dan SOLUD melalui pendampingan pada aspek yang tidak bisa didanai oleh pemerintah”.Jelasnya.
Kepala Bidang Perencanaan Sosial Budaya Bappeda Kabupaten Bima Raani Wahyuni ST,MT,M.Sc yang memandu sosialisasi dalam pengantarnya mengemukakan,pada tahun 2021 ada 6 desa yang menjadi lokasi replikasi program Sekolah Anggaran Desa (Sekar Desa) mencakup tiga desa lanjutan dampingan tahun 2020 yaitu Desa Sondosia-Bolo,Desa Kalampa dan Risa kecamatan Woha sebagai desa replikasi mandiri.
Sementara tiga desa dampingan baru yaitu Desa Bontokape-Bolo,Desa Keli-Woha dan Desa Dore-Palibelo yang difasilitasi oleh SOLUD-Seknas FITRA.
“Sosialisasi ini penting sebagai wahana untuk membahas secara bersama tentang implementasi program Sekar Desa dan apa yang akan kita lakukan dalam pekan dan bulan depan”. Jelas Raani.
Koordinator Program Sekar Desa M.Qadafi menjelaskan,program yang berlangsung dalam kurun waktu 2019 2021 mendapatkan komitmen dan penerimaan yang baik dari Pemerintah Kabupaten Bima.
Dalam konteks penjabaran kegiatan,Program Pro-InQlued, melalui Sekar Desa mengedepankan upaya bagaimana mendorong peningkatan kapasitas pemerintah Desa dan BPD untuk menjadikan desa transparan.
“Upaya ini,terus dilakukan supaya tidak ada lagi kantor desa yang disegel dan demonstrasi terkait kebijakan pemerintah desa serta membangun saling membangun kepercayaan (trust).
District Coordinator KOMPAK Asrullah mengungkapkan,ada beberapa kegiatan pemerintah desa dan BPD yang dihajatkan untuk bisa memahami pengelolaan anggaran dan penjaringan aspirasi sebagai salah satu tugas penting dari Badan Permusyawaratan Desa (BPD)”. Urai Asrul.
Mengacu pada hasil evaluasi, penyerapan aspirasi di tingkat desa belum terstruktur.KOMPAK menjembatani penyerapan aspirasi,juga melakukan pengelolaan bagaimana agar anggaran yang digali dari bawah itu akan dikembangkan dan dilembagakan”.tandasnya.
Acara dilanjutkan dengan penandatanganan komitmen bersama upaya untuk mewujudkan pemerintahan desa yang transparan dan partisipatif oleh para peserta sosialisasi.
