Kab bima-MP-Pelatihan Fasilitator Sekolah Anggaran Desa (Sekar Desa) bagi Pemahaman Tingkat Lanjut Modul Sekolah Anggaran (Sekar Desa) Program Pelembagaan Akuntabilitas Sosial untuk Mewujudkan Pemerintahan Desa yang Transparan dan Partisipatif,berlangsung selama dua hari (27-28) Juli 2021 dibuka secara resmi Senin (27/7) di Kafe Sampana Kota Bima.
Pada forum yang merupakan Kerjasama FITRA Indonesia dan KOMPAK Yang Didukung oleh Pemerintah Kabupaten Bima, Kementerian Desa PDTT dan Pemerintah Australia (D-FAT) ini Kepala Bappeda Kabupaten Bima melalui Kepala Bidang Perencanaan Pembangunan Sosial Budaya Raani Wahyuni ST,MT, M.Sc saat membuka pelatihan mengatakan,“inti dari kegiatan ini adalah kita ingin mentransfer ilmu kepada teman-teman bertugas sebagai Pembina Teknis Pembangunan Desa (PTPD) di tiga kecamatan sehingga ke depan akan juga mampu mentransfer ilmunya kepada tingkat desa.
“Dengan demikian,gaung SEKAR Desa juga lebih besar, disamping ada harapan Bupati Bima program SEKAR Desa,teman-teman di desa dapat terlibat secara proaktif dan bisa berbagi cerita baik.
Sehingga dapat menjadi motivasi desa lain untuk mengikuti kegiatan ini disamping dari aspek regulasi,SEKAR desa dapat diperkuat”. Jelas Raani.
Sebelumnya, Koordinator Nasional Program SEKAR DESA Seknas FITRA Badiul Hadi dalam pengantarnya yang disampaikan secara virtual mengungkapkan, dalam dua tahun terakhir, dukungan semua elemen di Kabupaten Bima bagi Program Sekar Desa cukup bagus dan diharapkan bisa menjadi percontohan di tingkat nasional.
“Desa Nggembe Kecamatan Bolo menjadi salah satu proyek percontohan pelembagaan akuntabilitas desa dan mudah-mudahan ini bisa menjadi contoh.Terima kasih atas dukungan luar biasa jajaran pemerintah Kabupaten Bima dan dalam sisa waktu beberapa bulan dukungan FITRA akan terus dilakukan untuk mendorong akuntabilitas sosial”. Ungkapnya.
Dalam sisa waktu hingga beberapa bulan ke depan,aspek regulasi dan kebijakan anggaran menjadi hal yang penting untuk terus didorong oleh FITRA dan kita berharap akan ada kabar baik yang dihadirkan terutama dalam hal pelembagaan akuntabilitas sosial.
“Komitmen yang baik dari pemerintah kabupaten Bima diharapkan menjadi”mercusuar” dalam pelaksanaan Sekar Desa”. Disamping itu yang terpening, akuntabilitas sosial semangatnya adalah mendorong transparansi,partisipasi dan inisiasi dalam memperkuat pelibatan kelompok perempuan bagi proses perencanaan pembangunan desa”.Tandas Badiul.
Sementara itu,dihadapan 25 peserta pelatihan pejabat terkait DPMD Kabupaten Bima, Bappeda DP3AP2KB,Dinas Kominfostik,Perkumpulan Solud NTB,Pembina Teknis Pemerintahan Desa(PTPD)Kecamatan Woha,Bolo dan Palibelo,District Coordinator KOMPAK Bima Asrullah Lukman dalam sambutan secara virtual mengungkapkan pentingnya aspek keberlanjutan program.
SEKAR Desa akan dintegrasikan dalam sejumlah kegiatan pendampingan KOMPAK.Karena itu Training Of Trainer (ToT)ini penting untuk mendukung agar lokasi proses pembelajaran bisa dilanjutkan di desa lain.
“Caranya melalui replikasi dan tidak sulit bagi desa-desa dampingan Seknas FITRA. Diharapkan,sesuai dengan modul pelatihan yang ada kegiatan ini akan dikembangkan (scale up) oleh perangkat daerah terkait”. Jelas Asrul.
Lokal Koordinator Program SEKAR Desa M.Qadafi memaparkan, ToT ditujukan untuk melatih para fasilitator dalam hal ini Pembina Teknis Pembangunan Desa (PTPD) Desa di kecamatan Woha dan Bolo serta PTPD Replikasi di Kecamatan Palibelo dalam bentuk pemahaman tingkat lanjut yang ke depan mempunyai tugas melakukan penguatan kapasitas pemerintah desa dan BPD dalam menjalankan fungsi dan tugasnya dengan menggunakan Modul Sekar Desa.
Pelatihan ini juga ditujukan untuk mendorong fasilitator dari Organisasi Masyarakat Sipil(OMS),pendamping desa atau perangkat daerah yang mempunyai tugas menguatkan kapasitas BPD yang telah dilatih,saat menjalankan fungsi dan tugasnya agar menggunakan Modul Sekar Desa untuk membagikan pengalaman dan praktik-praktik analisis kepada anggota BPD lainnya.Tandas M.Qadafi.
