Kab bima-MP-Bupati Bima Hj Indah Dhamayanti Putri SE, menyampaikan Pendapat Akhir (PA) tentang Rancangan Peraturan Daerah (Raperda) Pertanggungjawaban Pelaksanaan APBD Tahun Anggaran (TA) 2020, di hadapan Paripurna Dewan, Kamis, 1 Juli 2021.
Paripurna di pimpin Ketua DPRD Kabupaten Bima. Muhammad Putera Ferryandi, SIP. Di dampingi dua Wakil Ketua Dra. Hj Nurhayati Mahfud dan M Yasin SH. Hadir pula sejumlah pejabat eselon II, III dan IV linkup Pemkab Bima
Bupati Umi Dinda mengatakan, atas nama Pimpinan Daerah, menyampaikan apresiasi dan penghargaan, atas kerja keras Pimpinan dan Anggota Dewan.
Telah menyelesaikan pembahasan Raperda Pertanggungjawaban APBD TA 2020. Dan mengambil keputusan secara musyawarah mufakat menetapkan Raperda, sehingga menjadi Peraturan Daerah yang definitif.
Pengelolaan keuangan, kata Bupati, semakin memberikan peran dan fungsi yang lebih besar kepada Organisasi Perangkat Daerah (OPD).
‘’Tentu membutuhkan kerja keras dan dukungan SDM Keuangan yang profesional. Untuk menerjemahkan sekaligus menerapkan secara tepat dan benar perubahan aturan yang terus mengalami penyempurnaan dari tahun ke tahun,’’ujar Umi Dinda, sapaan akrab Bupati Bima dua periode ini.
Eksekutif dituntut menunjukkan komitmen, untuk mewujudkan pengelolaan keuangan yang semakin baik. Sesuai aspirasi dan dinamika yang berkembang di tengah masyarakat saat ini.
Dijelaskan Bupati, hasil pemeriksaan Badan Pemeriksa Keuangan (BPK) memberikan predikat Wajar Tanpa Pengecualian (WTP) kepada Pemerintah Kabupaten Bima. Hal itu atas kinerja pengelolaan keuangan tahun 2020, yang dilakukan bersama-bersama antara Eksekutif dan Legislatif.
Kebersamaan tersebut hendaknya menjadi motivasi bagi kita, untuk terus melakukan pembenahan pengelolaan keuangan. Sehingga pada akhirnya, dapat terus meraih predikat terbaik Wajar Tanpa Pengecualian.
Cita-cita tersebut tentu saja tidak semudah membalikan telapak tangan. Membutuhkan kesungguhan, komitmen dan kerja keras kita semua. Eksekutif, Legislatif dan seluruh komponen masyarakat.
Atas catatan BPK serta saran dari Legislatif, Eksekutif akan terus melakukan perbaikan secara internal maupun eksternal. Terutama, perbaikan sistem pengelolaan keuangan, baik dari sistem pengendalian internalnya, dari sisi pengangggarannya, penatausahaan maupun pertanggung jawabannya.
‘’Mungkin dalam proses pembahasan Raperda ini, terdapat dinamika yang kurang berkenan, saya menyampaikan permohonan maaf. Semua itu, semata-mata untuk mendapatkan hasil yang optimal, dari materi pengaturan Peraturan Daerah ini,’’kata Bupati. (ProKom-MP)
