Upaya Pemerintah Kabupaten Bima untuk meningkatkan tata kelola keamanan informasi diawali dengan melakukan Sosialisasi Sertifikat Elektronik dan Tanda Tangan Digital Lingkup Pemerintah Kabupaten Bima, bekerjasama dengan Balai Sertifikat Elektronik Badan Siber dan Sandi Negara (BSRE – BSSN) Kamis (20/02/20) di Aula Kantor Bupati Bima Jalan Soekarno – Hatta Nomor 1 Woha.
Dihadapan para Kepala Perangkat Daerah, Kepala Bagian Setda dan Camat se-kabupaten Bima Kepala Dinas Komunikasi Informatika dan Statistik Kabupaten Bima Fahrurahman SE, M.Si dalam pengantarnya mengatakan, “Sosialisasi tanda tangan elektronik dan sertifikat digital lingkup Pemerintah Kabupaten Bima ini merupakan kebutuhan pemerintah daerah karena merupakan salah satu langkah awal dalam penerapan sistem pemerintahan berbasis elektronik (SPBE). Jelasnya. Ditambahkan Fahru, dalam kaitan dengan penerapan tanda tangan digital dan sertifikat elektronik ini, akan ada beberapa perangkat daerah yang wajib menggunakannya dalam pengurusan dokumen kedinasan seperti Dinas Penanaman Modal dan Perijinan Satu Pintu (DPMPTSP), Dinas Kependudukan dan Pencatatan Sipil, Dinas Pendidikan, Pemuda dan Olahraga maupun unit kerja terkait lainnya. Selanjutnya pada tahap kedua nanti lanjut Fahru akan ada analisa kebutuhan pemanfaatan tanda tangan elektronik ini” Kata mantan Pelaksana tugas InspekturKabupaten Bima ini.Pada sesi pemaparan materi yang dipandu oleh Kepala Bidang Komunikasi Publik dan Diseminasi Informasi Diskominfostik Suryadin S.S, M.Si, narasumber dari Balai Sertifikat Elektronik Badan Siber dan Sandi Negara (BSRE - BSSN) Sandhi Prasetiawan SST, M.Ap menjelaskan pengertian tanda tangan elektronik.”Tanda tangan elektronik (digital signature) bukan scan atau pemindaian tanda tangan,tetapi informasi elektronik yang dilekatkan dan memiliki kaitan langsung pada suatu informasi elektronik lain yang dibuat oleh penandatangan untuk menunjukkan identitas subjek hukum. Misalnya kode akses (password), infrastruktur kunci publik (tanda tangan digital), biometrik, dan kriptografi simetrik”. Papar Sandhi. Narasumber yang merupakan Kepala Seksi Pelayanan Sertifikasi Elektronik dan Analis Perencanaan BSSN menambahkan, penggunaan tanda tangan digital memungkinkan pengelolaan dokumen pemerintah cepat, mudah dan efisien mewujudkan e-government yang terpercaya. Dari aspek yuridis kata Alumni Sekolah Tinggi Sandi Negara (STSN) ini landasan hukum tanda tangan elektronik mengacu pada UU Informasi dan Transaksi elektronik (ITE), khususnya pada pasal 11 yang menyatakan bahwa Tanda tangan elektronik memiliki kekuatan hukum dan akibat hukum yang sah.Sandhi juga memaparkan peran Dinas Kominfostik dalam penerapan Sertifikat Elektronik. Dinas Kominfostik berperan dalam melakukan identifikasi kebutuhan pemanfaatan sertifikat elektronik dan pembuatan rekomendasi pemanfaatan.“Aspek lain yang memerlukan peran strategis Diskominfotik yaitu penyiapan perangkat aplikasi pendukung penggunaan,pelaksanaan verifikasi pendaftaran, pembaruan dan pencabutan sertifikat elektronik. Di samping itu yang tidak kalah pentingnya adalah sosialisasi dan Bimbingan Teknis pemanfaatan serta monitoring dan penyelesaian masalah pemanfaatan sertifikat elektronik ini”.Kata sandi.(Tim.KDKB).
